The American Innovation and Manufacturing Act of 2020 and an EPA rule established a 15-year phasedown of hydrofluorocarbons (HFCs).

HFCs from HVAC equipment make up about 75% of total HFCs in the United States.

Enforcement in many sectors begins on January 1, 2025.

The most common lower-global-warming-potential alternative is R-454B. It is effective at cooling. It is classified as A2L, which means it is slightly more flammable than its predecessor.

The transition has driven changes to ASHRAE, UL, and ICC standards. The 2024 International Code Council I-Codes now align and allow A2Ls for commercial and residential use.
